Davit Ananyan, a candidate for membership in the governing council of the “Wings of Unity” party, has criticized the draft program of the Government of the Republic of Armenia for 2026–2031, arguing that it reduces the Artsakh issue from a political, security, and international legal agenda primarily to a social housing issue.

According to Ananyan, the word “Artsakh” is not mentioned in the program, and there are no clear commitments regarding the right of the people of Artsakh to a safe return, property rights, cultural heritage, Armenians being held in Baku, missing persons, or international judicial proceedings.

He also considers the provisions in the government program concerning changes to the leadership of the Armenian Apostolic Church and the adoption of a new Constitution to be concerning. According to him, state interference in the Church’s internal governance could lead to serious legal and social problems.

In his assessment, such an approach could weaken the agenda concerning Artsakh, the rights of the people of Artsakh, and Armenia’s external claims, while simultaneously prioritizing the restructuring of national institutions on the country’s domestic political agenda.
