The Artsakh War of 2020 revealed numerous weaknesses of the military positions and policies of the Republic of Armenia.
The “White Book”, first published in English under the title “The Karabakh War of 2020 and the future Foreign and Security Policy of Armenia”, was then widely distributed and read in Armenian language in Armenia, is now available in French on the website of the Foundation-Armenian Peace Initiative tinyurl.com/btzcu5n6 . The book deeply examines the omissions that led to the war and defeat. It explains the military and geopolitical environment in which Armenia has operated since its independence, and makes proposals for elections and future reforms. The authors hope to stimulate public discussion, but also to help the authorities rethink the problems when forming a new Diplomatic and national security policy.
Already in this White Book it can be noted that the legal issue of the existence of Artsakh in relation to Western Armenia in accordance with the Peace Conference of February 1919 at the London Conference of February 1920 at the San Remo Conference in April 1920 ,the response of the Supreme Council of the Allies to the Turkish memorandum of June 25, 1920 on the signing of the Treaty of Sevres on August 10, 1920 and the arbitration decision of President Woodrow Wilson of November 22, 1920 is not considered, which, therefore, does not allow for a balanced reading (acceptance) of Azerbaijan’s statements.
