As a result of the military actions unleashed by Azerbaijan against the Republic of Artsakh on September 27, 2020, 118 communities of the Republic of Artsakh completely, and 2 communities partially or a total of 215 settlements came under the occupation of Azerbaijan. About 40,000 people were forcibly deported from these settlements. 

Human Rights Defender of the Republic of Artsakh Gegham Stepanyan published the data in the National Assembly of the Republic of Artsakh. During the year, the Human Right Defender staff monitored the institutions of centralized residence of displaced people, collected problems and submitted them to state authorized bodies. Despite the large-scale efforts made by the state, internally displaced people continue to face a shortage of housing, apartments, unjustified refusal of certain social assistance programs, bureaucratic delays in the restoration of lost documents and a number of other issues.
