The 7th session of the 2nd convocation of the National Assembly of Western Armenia: speech by President Armenag Aprahamian

At the 7th session of the 2nd convocation of the National Assembly, the report of the NA Speaker Nelly Harutyunyan was followed by a speech by the President of Western Armenia Armenag Aprahamian. The President thanked those present and noted that the fact of the video recording of the work of the National Assembly sheds light on the transparency of the meeting and the work carried out there, the role of which is very important in strengthening our statehood. Then he presented the whole process of creation and formation of the National Assembly of Western Armenia. In 2003, a group of devoted patriots, including A. Aprahamian in France and Artsakh began drafting a National Council, immediately after which the organization of the Congress of Armenians of Western Armenia was registered in Stepanakert as a tool for organizing further work on the reconstruction of the state.

In fact, the National Council of Western Armenia and the Congress of Armenians of Western Armenia are independent bodies from each other. On February 4, 2011, the Government of Western Armenia was being created, and work was underway with this government to create a National Assembly. At the already formed parliamentary elections, the President of the Republic of Western Armenia is elected in the person of Armenag Aprahamian, who has been in office since his election and serves the holy purpose of restoring the violated rights of his Homeland in the light of justice.

A. Aprahamian reminded us that according to the Constitution, the president has the right to be elected deputy twice. To the deputies’ statement that the president should be given the opportunity to nominate his candidacy once again, Mr. Aprahamian, remaining faithful to the Constitution, agreed on the condition that the deputies would give their consent and confidence in the president’s appeal. Many deputies spoke in confirmation of their confidence and all unanimously expressed their positive opinion and agreement regarding the nomination of Armenag Aprahamian for the next parliamentary elections. During his speech, A. Aprahamian touched upon the events that have taken place over the past 6 months, told the whole truth of May 26/27/28, 1918, noting that it had nothing to do with the independence of Western Armenia, and spoke about the Battle of Sardarapat, emphasizing the factor of the patriotic people in this heroic battle, which, however, does not consider a victory.

President Armenag Aprahamian noted the importance of our role in confronting and combating the problems we expect in the modern geopolitical changes, and touched upon the problem of demarcation, often mentioned recently, noting the disagreement of Western Armenia with its formation. Then he presented the work he had done, which could become the point for a joint fight against this catastrophe, in particular, mentioning all the treaties under which the borders of Western Armenia were recognized. Recalling that the great powers, distorting historical facts, are trying to erase the memory of Western Armenia, they called on us to use all levers and make our voice heard through these documents. In conclusion, he added that we are proud to defend the integrity of the Republic of Armenia as part of Western Armenia.

At the end of his speech, Armenag Aprahamian, answering the NA Speaker’s question about possible amendments to the Constitution, stated that Western Armenia Constitution has sections that cannot be changed, the points about the foundations of our state, the sections in which the flag of our state is installed, the anthem, the composition of our common institutions. The paragraph of article 70 of the Constitution may be amended, according to which, instead of the previously established no more than 70 years, an Western Armenian citizen who has reached no more than 80 years can be elected president of Western Armenia. This proposal was adopted unanimously.  After A. Aprahamian’s speech, the Western Armenian Prime Minister also made a speech which we will present in the next news release.
