
The office of the Artsakh Security Council announced new details about the discussions with the representatives of Azerbaijan. “According to the agreement reached through the mediation of the command of the peacekeeping troops of the Russian Federation stationed in the Republic of Artsakh, on March 1, 2023, a meeting of the authorities of Artsakh and Baku, headed by Ramin Mamedov, was held at the headquarters of peacekeeping troops with the participation of Major General Andrey Volkov. The items on the agenda of the meeting were:
Ensuring uninterrupted supply of natural gas to the Republic of Artsakh and the exclusion of further gas cuts.
In order to restore the power supply to the Republic of Artsakh, inspection of the section of the only high voltage line entering Artsakh from Syunik marz under the control of Baku authorities and the possibility of carrying out restoration works by “Artsakhenergo” CJSC specialists.

In the opening speech, the commander of the peacekeeping troop introduced the participants of the meeting as the sides of the Republic of Artsakh and the government of Baku.
At the meeting, the parties agreed to publish only general information for the time being, considering that the process is still at the working stage. However, shortly after the meeting, the Baku government spread disinformation on its country’s information platforms.
Western Armenia considers Azerbaijan’s actions against Artsakh unacceptable. Western Armenia, including Artsakh, is recognized by the League of Nations and Western Armenia is internationally competent to make decisions on behalf of Artsakh. We strongly condemn the provocative actions of Azerbaijan, which are aimed at destabilizing the regional situation.
