On March 16, the speech of the President of Azerbaijan Ilham Aliyev at the summit of the heads of the Turkish states was a clear manifestation of territorial claims against the Republic of Armenia and preparations for a new aggression. By presenting the territory of the Republic of Armenia under the fictitious name of “West Azerbaijan”, the President of Azerbaijan blatantly violates not only the UN Charter, the ALMA-ATA Declaration on the Principles of International Law of Neighborly Relations and Cooperation between States, but also the obligations assumed by the Prague and Sochi Declarations, to which reference is made in the same speech.

Azerbaijan continuously obstructs the return of refugees and displaced persons to Artsakh and the neighboring regions, while announcing that it will resettle the Artsakh Armenians in the territories that came under its control as a result of deportation.

Violating the tripartite declaration of November 9, 2020, the President of Azerbaijan, with his own admittedly fictitious speech on the corridors,  hinders the process of opening up regional communications..

All partners interested in stability and peace in the region should immediately assess the similar policy of the Azerbaijani president and take active steps to eliminate Azerbaijan’s violations of international law and exclude the use of force.

Although the Declaration of Alma-Ata cannot be the legal basis for the existence of the Armenian state recognized by international bodies  in 1920 , Western Armenia strongly condemns the outrageous statements of the occupier Aliyev, urging the international community and relevant institutions to take action. It is already clear that the Azerbaijani authorities do not want peace, while they are provoking such statements. 

It is also necessary to remind the Turkish/Azeri authorities and their Western partners that the territorial integrity of the whole Armenia will be defended. The process of dismantling the state of Armenia is no longer an issue.
