The Committee on Legal Affairs and Human Rights of the Parliamentary Assembly of the Council of Europe is deeply concerned about the humanitarian crisis caused by the continued blockade of the Berdzor road.

It is a way of life for the people of Artsakh and the Committee fully supports the public statement of the co-rapporteurs of the Parliamentary Assembly of Armenia of February 24 calling for “immediate action” and “an immediate end to the illegal blockade of the Berdzor road”.

The Committee also calls on the Baku authorities to immediately implement the measures delegated by the International Court of Justice (ICJ) on February 22, 2023 and the decisions of the European Court of Human Rights on December 21, 2022, which reflect the commitment of the Baku authorities to the Tripartite Agreement signed on November 9, 2020 of the Declaration: “to ensure the safety of people, vehicles and goods moving in both directions on the Berdzor road” (paragraph 6 of the Tripartite Declaration)
