We remind you of the meeting between the representatives of Baku and Artsakh in Baku at the beginning of April, the modalities and objectives of their organization.

The Republic of Artsakh has always advocated and continues to advocate dialogue and a peaceful and negotiated solution to all existing problems. We have never given up contacts with the Azerbaijani side, as evidenced by the meetings held between the representatives of Artsakh and Baku with the mediation of the command of the Russian peacekeeping troops stationed in Artsakh.

The conditions expressed by the Baku side regarding the place and agenda of the meeting, as well as the context in which the given proposal was presented, prove that the goal of the Baku authorities is not a real discussion of the existing problems, but the disruption of a possible dialogue or the creation of coercion, blockade and unbearable living conditions and the imposition of its own political agenda through the use of military force.

Once again, we stress the inadmissibility of politicizing the dialogue on the solution of technical and humanitarian issues and emphasize that the political issues of the settlement of the Azerbaijan-Artsakh conflict should be discussed in an agreed and internationally recognized negotiation format, on the basis of equal rights of the parties and in the presence of strong international guarantees of compliance with their obligations. 

The government of Western Armenia has more than once referred to the brutal behavior of the terrorist authorities in Baku and their failure to comply with all international agreements and obligations, which is an obstacle to the implementation of their plans. Time passes and the clash of political interests dictates different rules that will force the terrorist authorities in Baku to answer for their crimes.
