U.S. House of Representatives Member Adam Schiff calls on Baku to immediately release Armenian civilian and political prisoners of war, including officials of the Republic of Artsakh.
This is stated in the resolution authored by Schiff, which he presented to the House of Representatives of the US Congress. Adam Schiff specifically calls on the Biden administration to impose sanctions on government officials in Baku responsible for the illegal detention, torture and extrajudicial executions of Armenian prisoners of war. Schiff recalls that in 2020 in the tripartite ceasefire declaration of November 9, all parties agreed to “the exchange of prisoners of war, hostages and other arrested persons.” Three years later, Baku has still not released all prisoners of war, but continues to imprison more prisoners of war and hostages, including in 2023, during last September’s aggression.
“Baku is already guilty of serious atrocities committed during the last war, and continuing to illegally detain Armenians makes the problem worse. Baku’s treatment of these prisoners, including torture and murder, poses a direct threat to the international legal order,” Schiff said.
In particular, the resolution states that, in addition to Baku being obliged to immediately return all Armenian prisoners of war, and hostages, it must also provide information on the status of those still in prison and those being carried disappeared.
It also calls for an end to U.S. aid to Baku and the full implementation of Article 907 of the Freedom of Assistance Law, in light of continued human rights violations in Baku.
