Exiles of Peace
First of all, I would like to thank the Presidency and the Head of the Government for this appointment. I accept the proposal of heading the Ministry of Foreign Affairs of the Republic of Western Armenia with great honor and excitement.
I will strive to fulfill the mission entrusted to me, following my commitments that have never changed. They are part of the application of the right of peoples to self-determination, freedom of nations, independence and sovereignty.
Why assert the sovereignty of nations? It is the guarantee of world peace against empires and their inclination for limitless aspiration. Sovereignty is the only real framework for the expression of democracy for peoples.
The main goal of our diplomacy is to support, to deal with the most difficult issues of the world, at the same time paying huge attention to human rights and indigenous peoples. It is based on the UN Charter, the UN Declaration on the Rights of Indigenous Peoples.
The blood of indigenous peoples (including Armenian people), has been flowing for centuries on the altar of misappropriation of its natural resources, where minerals, including gold and diamonds, are mined. From the Potos mines of Bolivia to the mines of Artsakh. It has to stop.
Our diplomacy, in particular, will focus on the conspiracy of silence over the suffering of indigenous peoples over the issues of occupation and colonization. It will try to make the whole truth known, thanks to our ambassadors, current consuls and witnesses.
In this regard, it should be noted that despite the testimony of the consular bodies of the Great Powers in Western Armenia, Armenia was martyred by the Turkish-Seljuk colonization. It was the most horrific attack on humanity that never existed, with the beheading of an entire nation in the sense of barbarism, driven mad by the horrific acts of cruelty committed before it.
People slaughtered by “the greatest anti-human specimen of mankind, the Ottomans,” for centuries as British statesman William Gladstone described it.
There are thousands of unburied bones, broken skulls, hands of millions of Armenian and Greek children under the sidewalks of the cities called “Turkey”.
The Armenian people have been divided over the centuries through a genocide that revolves around several programs, the first phase of which began under the regime of Abdul Hamid II and ended under the Young Turk-Kemalist regime.
This is based on the case of the extermination of Armenians, that the genocide was falsified by Raphael Lemkin, a genocide that continues until this day, the Turkish-Azerbaijani forces targeted the indigenous civilian population in September 27, 2020.
It is not a war but a continuation of the policy of annihilation of the indigenous Armenian people and of indigenous peoples throughout the Middle East.
In 1894, the Ottoman universal executioner used state-of-the-art weapons and ammunition against the civilian, unarmed population.
The same Ottomans who in 1565 tried to capture Malta in vain, whose fortress was trembling under their artillery fire.
Today, the latest technological weapons of mass destruction that are falling on indigenous peoples, such as suicide drones, phosphorous bombs, and cluster munitions, which are prohibited by international conventions, have replaced artillery. But the methods of the barbarian tribes have continued for centuries with the use of yadaga, which cuts bodies with sadistic persistence.
This conspiratorial silence, which has prevailed and continues to prevail with a few rare exceptions, is not surprising.
This conspiratorial silence prevailed in the same way between 1894 and 1896, when 400,000 people were killed after the Hamidian massacres, thus putting a white mark on the right to murder and crimes against humanity.
Let us remember the mention made by bright patriot and poet Arshak Chobanyan, who, like His Holiness Komitas in the field of music, collected the results of his tribe’s literary genius.
“The period of the great massacres in Armenia, of course, was the most terrible moment in modern history. A nation with centuries and sorrows, which had so much strength and youth in its soul, that could utter the first cry of rebellion against the terrible tyranny that suffocated the whole East, was torn to pieces by all the forces of the Beast. A big orphan in a lonely world, being not Slavic, Catholic or Protestant, but only a group of men who wanted to see the Western culture, freedom and justice win in the East. He was abandoned by all official Europe. “
The second goal pursued by Armenia’s foreign policy is to make Western Armenia even more recognized in the world.
I would like to include this policy in the implementation of the work undertaken by Arshak Chobanyan, a member of the Armenian National Delegation at the Peace Conference, who, thanks to his perfect knowledge of Armenian and French, was able to unite the biggest names from France to Armenia, such as Victor Hugo, Anatole France, Delacroix.
Dennis Cochin, Jacques de Morgan, Pierre Killard, Victor Berar, Francis de Presense, Paul Deschanel and many other famous people who will soon be honored by Western Armenia.
They are among other foreign policy goals
Peaceful settlement of disputes on the principle of neutrality
and cooperation within the framework of sustainable development for the protection of the environment.
These goals are based on a political strategy with a legal basis:
1) The memorandum of the Armenian delegation of February 26, 1919;
2) Treaty of Sevres 1920 August 10 and additional contract of the same year,
3) President Wilson’s Arbitral Award of 22 November, 1920;
4) The official declaration of the National Council of Western Armenia of December 17, 2004;
5) The National Constitution of the Republic of Western Armenia of May 9, 2016;
Armenian diplomacy is based on international law, which enshrined the dismantling of the Ottoman Empire and Recognition of Armenia in 1920 that is, Western Armenia, which is under occupation by the Turkish armed forces.
The Armenian people are the people of the exiles of peace, the Treaty of Peace, the Treaty of Sevres, which is still in force, applied to many countries in the UN, but which has never seen its application to the Armenian part, the non-ratification of which explains today’s wars.
As a result of the signing of the Treaty of the Sword by the countries on August 10, 1920, Armenian diplomacy intends to continue the ratification process as well as Western Armenia, which ratified it on June 24, 2016 , which passed all the ratification documents to the Quai d’Orsay (France).
Through its National Constitution, the Declaration of the Rights of the Armenians of Western Armenia and its National Constitution, made in Shushi on December 17, 2004, Armenian diplomacy will announce the post-genocide national reconstruction process, addressed by the Ambassadors and Consuls.
The national process of restoration, during which the Republic of Western Armenia is the continuous state of the Armenian state established in the territories of Western Armenia in 1920, which has received the official recognition of Russia, the Allied Powers, the United States and Turkey.
Armenia’s foreign policy will finally ensure that the sons of Western Armenia who served in foreign armies during the two world wars were honored for their devotion, particularly in France and Britain, countries where a large number of volunteers, sons of Western Armenia were fighting and being killed next to French and British soldiers.
These will be the main axes on which the foreign policy of Western Armenia will take its place in the world.
