European institutions have brought the issue of captives to their main agenda today. On March 9, the European Court of Human Rights decided to inform the Committee of Ministers about the interim measures applied to the Armenians held captive by Azerbaijan. The ECHR noted that 72 out of 249 Armenians are still in Azerbaijan, whose captivity and arrest has been recognized by the Azerbaijani side, and has assured that it has no information about the remaining 112 people. It is obvious that Azerbaijan, holding the prisoners of war, is trying to use them to put pressure on the Armenian side.

If, in fact, Azerbaijan seeks to establish relations with Armenia in some way, it should have returned the prisoners of war long ago. Today, Azerbaijan’s behavior can only lead the issue to a dead end, endangering the implementation of the provisions of the trilateral statement.
