Abdul Hamid II establishes Special Forces,  "Hamidie"

In fact, at the Berlin Assembly, the Power States  instructed Sultan Abdul Hamid II to "ensure the safety of Armenians from the cherkess and kurds" when the Sultan himself was the main instigator of all the anti-Armenian actions of the Kurds and Cherkessia. The best evidence  of this is that immediately after the Berlin Assembly, in 1891, a cavalry force was created by his order, composed exclusively of Kurds and maintained at the expense of the Ottoman government, which was named after him "Hamidieh".

It consisted of 30 regiments and was not part of the Ottoman army system, but was maintained as an independent military unit located in the Armenian city of Yerznka.

The main purpose of "Hamidie" was, in fact, to carry out Armenian pogroms throughout the empire.

It was during Abdul Hamid's reign that the government started to practice cultural genocide.

Moreover, if the tactic of physical extermination could be removed from from time to time, based on external conditions or other considerations, the state-led cultural genocide did not stop against the Armenian people and continued for more than a hundred years.

At the same time, the Sultan tried to strike directly at the Armenians living in the Homeland, Western Armenia and Kilikia, creating unbearable conditions for their existence.

Persecution of the Armenian people, robbery, looting and violence against the civilian population are becoming common. A unique anti-Armenian regime is being created in all Armenian regions. The country is turning into a complete hell.Emil Dillon wote one of the greatest public speakers of the time, "The first step," "in the direction of the implementation of the extermination program, was to regularly destroy the people."

First of all, it was implemented with the harshest tax policy. The head tax and the military tax were especially heavy. It should be noted that exclusively warlike, backward, plundering Kurdish tribes and fanatic North Caucasian tribes settled in the Armenian vilayets.

The Sultan combined economic pressures with the most subtle political pursuits.

The settlement of Muslims in Armenian-inhabited villages and regions was raised to the level of state policy.

Moreover, the settlers were exempted from military service for ten years, received free land plots and material support.

These massive resettlements pursued one goal: to change the national composition of the Armenian-inhabited regions, to weaken, economically hit the Armenians, and to make the Armenian population in their homeland a small percentage.

It should be noted that exclusively warlike, backward, plundering Kurdish tribes and fanatic North Caucasian tribes settled in the Armenian vilayets.
