Baku refused to cooperate with the European Committee for the Prevention of Torture. This is written by Azatutyun.
The structure calls this step a violation by Baku for the European Convention on the Prevention of Torture.
“The Committee has made sincere attempts to enter into a constructive dialogue with the authorities of Baku to solve the problems that lie at the basis of the existence of the European Convention against Torture,” said the statement of the Organization.
The Committee claims that for years, a number of agencies in Baku, including law enforcement agencies, have refused to “take steps to implement the Committee’s long-standing recommendations to end the practice of torture.”
In particular the framework singles out the treatment of those held in Baku prisons, emphasizing that detainees are subjected to torture: “slapping, punching, kicking, hitting with batons or wooden sticks”.
“In addition, the delegation received reports of threats of rape with bottles, use of electric shocks.
Threats of reprisals against the relatives of those arrested were also recorded, including through criminal prosecution,” states the report of European Committee for the Prevention of Torture.
