JAMnews. In an interview with JAMnews, the EU Special Representative for the South Caucasus and Georgia crisis, Toivo Klaar, presented his ideas based on his ten years of work experience in the region.
“I hope that the page of enmity and violence can finally be closed once and for all for the benefit of the entire population of the region, including the Armenians of Karabakh.
The EU has been very clear on this issue, and it is also my expectation that the Armenians of Nagorno-Karabakh will be part of the process of normalization of relations and that there will be direct negotiations between Baku and for them on a safe and dignified return to their home region.Baku has an obligation in this regard.
Such future parameters and conditions must be found and agreed upon through inclusive and mutually respectful dialogue.
In my view, regulation means no open wounds, and therefore this issue should be part of a broader peace process.
As for the issue of prisoners and missing persons, these are key elements.
I strongly believe that the release of all prisoners, good and effective cooperation by all parties regarding the fate of the missing, as well as demining efforts, are crucial elements for lasting peace and finally closing the page on hostility and violence.
And personally, I am upset that we still can’t really make progress on those issues.
I am sure that this will remain a key issue for the next official who will continue my work,” said Toivo Klaar.
