After the meeting in the Moscow 3 + 2 format, in which Armenia participated, two decisions were made. Turkish Foreign Minister Mevlut Cavusoglu said that Armenia and Turkey will appoint special envoys to discuss steps to normalize relations. The countries will resume charter flights between Constantinople and Yerevan. Cavusoglu said that Turkey will coordinate steps with Baku to normalize relations with Armenia.
Earlier, Russian Foreign Ministry spokeswoman Maria Zakharova confirmed that Armenia had asked Russia to mediate on the issue of establishing relations with Turkey. This means that the “normalization” of Armenian-Turkish relations will take place on the terms of agreements and interests of Moscow-Baku-Ankara, while the Armenian authorities talk about “normalization without preconditions” and welcome the statement of the Turkish Foreign Minister.
The second important decision was made in Stepanakert. A police force with broad functions and problems will be created in Artsakh. They will take part in the defense of the country, protect special and important facilities, and ensure the safety of special cargo transportation. The law draft was approved by the parliamentary commission. These are the first results of the 3 + 2 meeting held in Moscow.
The Republic of Armenia is sovereign in its foreign policy decisions, but this does not mean that this policy should be implemented to the detriment of the rights of the Armenian people, including the Armenians of Western Armenia, which will be unprecedented.
The conditions for rapprochement with the occupying Turkey should be drawn up on the basis of the free, prior and informed approval of the Government of Western Armenia, taking into account the territory of occupied Western Armenia and the Genocide of Armenian people recognized by international authorities.
The Government of Western Armenia, therefore, invites the Government of the Republic of Armenia to create all those practical conditions that will allow studying issues related to neighborhood policy.
