The 7th plenary session of the 3rd convocation of the National Assembly of the Republic of Western Armenia was held at the Republic’s Mission in Yerevan. During the session, National Assembly Speaker Nelly Harutyunyan presented a comprehensive report on the parliament’s activities over the past six months, covering organized events, legislative work, committee activities, adopted decisions, and international and public initiatives.

Legislative Activity and Committee Work

According to Nelly Harutyunyan, during the reporting period, both in-person events and online (Zoom) meetings were held, numerous reports were prepared and discussed, and various laws and resolutions were drafted and adopted.

The Committee on Draft Legislation held its first meeting on February 15, 2024. Since then, the committee has conducted a total of 65 meetings, during which draft laws, legislative proposals, and amendments to the National Assembly’s internal regulations were discussed.

In 2026 alone, 21 meetings were held to prepare the agendas of the National Assembly. Numerous legislative, organizational, and policy issues were discussed during these meetings.

The Speaker noted that parliamentary sessions were chaired with the support of Vice Speakers Gayane Tadevosyan, Grigori Amirzayan, and Andranik Bertakyan, as well as deputies who regularly attended the sessions. Based on the initiatives discussed by the Committee on Draft Legislation, the Presidential Council approved the agendas and minutes of subsequent sessions.

The Initiative on the Law on Indigenous Status

One of the most significant legislative initiatives during the reporting period was the draft law on indigenous status, which was sent by the National Assembly of the Republic of Western Armenia to the National Assembly of the Republic of Armenia.

The package included the draft law “On the Recognition of the Indigenous Status of the Armenian Nation Living in Eastern Armenia,” an explanatory memorandum, and an accompanying letter. These documents were sent electronically to all members of the National Assembly of the Republic of Armenia.

The National Assembly also adopted an appeal calling on the legislative body of the Republic of Armenia to adopt a law on indigenous status and recognize the indigenous rights of the Armenian people in their historical territories. A corresponding statement and memorandum were adopted for this purpose.

At the same time, a package of questions prepared by deputies was published through the State Television of the Republic of Western Armenia and the official website.

Official Calendar of State Memorial and Holiday Dates

The National Assembly presented and adopted the official annual calendar of state memorial and holiday dates of the Republic of Western Armenia.

January Events

On January 19, a Zoom meeting was organized dedicated to the Day of Recognition of the Independence of Western Armenia and to the memory of Hrant Dink as a symbol of freedom.

February Activities

On February 1, a Zoom meeting was held on the occasion of the formation of the Armenian Legion.

On February 4, the establishment of the Government of the Republic of Western Armenia was commemorated.

On February 25, the birthday of General Andranik Ozanian, a visit to Yerablur Military Pantheon and an online meeting were organized.

A report was presented on historical injustices against indigenous Armenians and territorial rights.

The National Assembly adopted a resolution recognizing the genocide of the Pontic Greeks by the Republic of Western Armenia.

The Foreign Affairs Committee of the National Assembly presented a package of questions.

A special meeting was organized with representatives of the Armenians of Artsakh at the initiative of Ashot Harutyunyan, Head of the Committee on Artsakh Affairs. Issues related to the applications submitted by President Armenag Aprahamian to the European Court of Human Rights and their public presentation were also discussed.

During the same period, deputies of the National Assembly met with President Armenag Aprahamian.

March Legislative Initiatives

In March, the National Assembly prepared, discussed, and adopted the Law on the Intangible Cultural Heritage of the Republic of Western Armenia.

On March 21, a Zoom meeting dedicated to the Armenian New Year was organized.

Subordinate legal acts related to intangible cultural heritage were also adopted. Decisions presented by the Government provide for the expansion of relevant lists by deputies and experts to ensure the sector’s continuous development.

The draft law on fundraising was also discussed and adopted.

April Events

On April 8, the Day of Remembrance of the Resistance Movement, a visit was made to Yerablur, where flowers were laid at the graves of ASALA fighters.

On April 24, with the participation of deputies and invited guests, a pan-Armenian commemoration ceremony took place at the Tsitsernakaberd Memorial Complex. A wreath was laid, and flowers were placed in memory of the victims of the genocide committed against Armeniana.

During the same period, official commemorative events dedicated to the victims of the genocide were organized in several cities of France at the initiative of President Armenag Aprahamian and Mrs. Litia Markosyan, with the participation of deputies and honorary flag bearers of the Republic of Western Armenia. The events were broadcast on state television.

On April 26, at the initiative of deputies elected from Western Armenia and under the high patronage of President Armenag Aprahamian, the film Memory of the Land (Dersim) was screened in the Grand Hall of the Republic of Western Armenia.

On April 28, another commemoration ceremony was held at Tsitsernakaberd, followed by a large event dedicated to expressing gratitude to the states that have recognized the genocide committed against indigenous Armenians. The event was also held under the high patronage of President Armenag Aprahamian.

It is noteworthy that reports were prepared after all events and presented to both the National Assembly and President Armenag Aprahamian, as well as broadcast on state television.

May Initiatives

On May 9, Constitution Day of the Republic of Western Armenia, a Zoom meeting was held.

On May 11, the recognition of the independence of the Republic of Western Armenia by the United States was commemorated. It was noted that congratulations had been extended to the people of the Republic of Western Armenia through U.S. Senate Resolution No. 359 in connection with the recognition of independence.

A report was also presented on Lake Van, indigenous rights, and environmental issues in the Lake Van basin. The report is planned to be presented on international platforms, particularly at the United Nations.

On May 24, the 13th anniversary of the establishment of the National Assembly of the Republic of Western Armenia was commemorated.

Summary of Six Months of Work

During the reporting period, in the first half of 2026, the National Assembly of the Republic of Western Armenia held 21 sessions during which numerous legislative, political, cultural, and public issues were discussed.

The report demonstrates that the parliament has continued its active work in legislation, the preservation of national memory and cultural heritage, the protection of indigenous rights, and the promotion of Armenian issues on international platforms.
