During the ceremony marking the twinning of Kajaran and the French city of Saint-Chamond, Armenag Aprahamian, President of the Republic of Western Armenia, delivered a message of gratitude and a political statement.

In his speech, Armenag Aprahamian specifically thanked the mayor of Saint-Chamond, as well as the mayors of Kajaran and Goris, for facilitating this fraternal meeting and signing the memorandum of cooperation.

He reminded attendees that Armenian–French relations have deep historical roots, stretching from Cilicia to the present day:

“Our ties with France began in Cilicia, today they continue in Kajaran, and this is extremely important and symbolic,” Aprahamian noted.

In his address, he also highlighted the complex situation in Syunik, emphasizing that the region now more than ever requires international support and attention. According to him, the initiatives and readiness of the mayor of Saint-Chamond hold great significance not only for individual communities but for the entirety of Armenia:

“This is very important for both the Armenian people and Armenia as a whole,” Aprahamian emphasized.
